[QOM-771] Mention list hides behind Add comment modal

Fixed a display issue which caused the mentions list menu to display behind the modal when adding a new comment.

[QOM-772] Content library list always fetched via default virtual proxy

Fixed an issue with the Profile Photos content library in the properties which was targeting the default virtual proxy, rather than the currently selected. This caused issues if the current user did not have access to the default virtual proxy.
