#### \[QOM-865] Change default security rules for users and groups&#x20;

Fixed a default behaviour which prevented users and groups from being fetched across the Qommentary platform - unless implicit security rules where created targeting these resources. Now by default, all users and groups will be visible, unless security rules with specific conditions are created.
